Driver impaired by alcohol and drugs

PEMBROKE — On the afternoon of Sunday, January 6, members of the Upper Ottawa Valley Detachment of the OPP responded to a complaint of a possible impaired driver on Pembroke Street West in the City of Pembroke. Officers located and stopped the vehicle in Laurentian Valley Township (LVTP) a short time later.

The driver was found to be under the influence of alcohol and drugs — a quantity of cannabis was seized. As a result of the investigation, Michael Mulligan, age 60 of LVTP, was arrested and charged with Operation while impaired – alcohol and drugs and Operation while impaired – blood alcohol concentration over 80mg, both Criminal Code offences.

The driver had his license suspended for 90 days and his vehicle was towed and impounded for seven days. He was released on a promise to appear and is scheduled to attend the Ontario Court of Justice in Pembroke on Tuesday, January 29.

In addition to the CC driving charges, the driver was also issued Provincial Offence Notices (PON) for the following violations under the Highway Traffic Act (HTA) and the Cannabis Control Act (CCA): Driver fail to properly wear seat belt and Care or control of a vehicle with cannabis readily available
