Whitewater Region Council Summary – November 17, 2021
Here is a brief update from last night’s Council meeting.

Announcements/Presentations
• The Ontario Winter Games, hosted in Renfrew County, is seeking volunteers.
• Several seasonal community events are planned
o Cobden Tree Lighting and Seasonal Celebration (November 27)
o Westmeath Tree Lighting (December 3)
o Beachburg Parade of Lights (December 4)
o Westmeath Santa Claus Parade (December 5)
• The draft Active Transportation Plan was presented. The long-term strategy aims to improve walking, cycling and other AT modes throughout the township; make it easier for residents to get to and from various destinations; and promote AT for better health and enjoyment. The plan will be discussed further in December.

• A Public Meeting occurred for three zoning matters, two on Kerr Line and a third on Westmeath Road.
• Site Plan Control approval was given to three cell towers proposed by Rogers. They will be located at 359 Nangor Trail, 1130 Westmeath Road, and 1368 La Passe Road.
• Site Plan Control was reviewed for 503 Rafting Road, the former Wilderness Tours property, to be operated by Summerhill Resorts using existing infrastructure. The application included a detailed Site Development Analysis, Wastewater Treatment System Assessment, and Source Water Assessment and Inspection.
• A portion of Sams Road will be brought up to municipal standard at the proponent’s cost so that the section of road can be plowed in winter.
• A small parcel will be added to Brazeau Road to fulfill a condition of severance.

• An update was provided on the LED street light conversion project. Beachburg and La Passe were previously updated. All other areas will be addressed in 2022. Intersection lighting will be considered further following the tender. Luminaires will have a 10-year limited warranty.

• Clerk Carmen Miller presented key dates associated with the upcoming 2022 municipal election. She specified requirements to place a question on the ballot.
• Bromley Street will not be renamed in Cobden. It is a duplicate with Bromley Line, but a petition was received asking that it not change.
• The detailed design for the Cobden Astrolabe Arena dressing room and library addition, with accessibility improvements, is expected to be completed by the end of the year. Concerns from abutting owners were considered. Staff will follow up to ensure the pathway abutting the semi-detached development and curling club is only accessible to cyclists and pedestrians, and that fencing/buffering be looked at.
• The remaining parcel in the Industrial Park will be sold by tender, as is where is, with a minimum bid of $20,000.
Notices of Motion
• Councillor Nicholson asked that staff investigate Community Safety Zones. Federal/provincial engagement and assistance was also requested with regard to access to the Westmeath Boat Launch and that portion of the Ottawa River.
• A motion from Councillor Mackay regarding the Fletcher Road unopened road allowance was out of order and did not garner a seconder.
