Double Surface Treatment Tender

The Council of the Township of Whitewater Region approved the award of Tender 2021-30 Double Surface Treatment to Greenwood Paving (Pembroke) Ltd. at a cost of $385,507.58 inclusive of non-refundable H.S.T.

Public Works Manager Lane Cleroux said the project covered four roads: Powers Road, Kohlsmith Road, Rapid Road, and Westross road

Councillor McLaughlin asked if there was a timeline for the paving, which Cleroux stated that they would “fine tune the schedule” but that they would all occur before September.

Councillor Olmstead commented on the double-surface treatment on Zion Line, suggesting that it “just wasn’t lasting”, saying that it was ‘full of patches.”

He expressed concerns with this on these current roads.

Cleroux said that they were working towards having a policy “based on truck traffic” and “number of homes in the area” to determine the method of paving to increase quality of life.

CAO said that they also need to start “budgeting for second lifts” as the Zion Line section “had not received its second lift” and would need to “build that into the process” in order to consider second and third lifts for extending the life of heavy-traffic areas.

Councillor Nicholson said that the increasing power and designs of traffic over time requires a look.

“The level of traffic is changing,” he said. “We don’t have forty-horsepower tractors anymore, we have 100-horsepower.”

“I don’t want to be a smart-aleck, but if they don’t want to pay for crosswalks they sure aren’t going to pay for roads.” Councillor Mackay said, regarding the suggestion by Nicholson that the County assume cost for some of the roads.

The motion was carried.
