Jeffrey Lake Road Update

The council received a report on the status of Jeffrey Lake Road’s paving.

Public Works manager Lane Cleroux outlined the project and that the double-surface treatment was recommended for paving the road.

He said they were looking to award tender on June 19th. 

Councillor Jackson asked if it would be updated.

Cleroux said there would be “multiple email notifications through the summer” regarding tenders and progress on the project.

“The additional communication on the website is paying off dividends..” Councillor Nicholson said. “Does 511 [the traffic information service]  include Greater Operations?”

Cleroux said no, but it was “a great suggestion.” 

“I read the report, I understand the report.” Councillor McLaughlin said. “I’m disappointed, but we have to go with the recommendation given by our consultants. That has to be passed onto the residents of Jeffrey Lake road on the reasons why. What now scares me is that we’ve gone from a debenture of 20 years to 10 years, and there has to be quite a change. Does anybody have any idea of what the implications of that will be?”

“I was very disappointed too, once that recommendation did come from them.” Cleroux said. “That was a different direction that we were going. The debenture timeline would be approximately double the term life. But saying that, if we go ahead with tendering it, and go with a Part B with Asphalt, the price would be approximately two million dollars more.” 

“I understand where you’re getting at this with. We don’t have to  get hung up right now on the ten versus twenty, because there’s still several steps we have to take.” Treasurer Crozier said. “The interest rate I may have got today or yesterday will change, and then we can look at the debenture for ten years, fifteen, twenty. We can change the final cost based on the interest rate at the time, but I don’t have enough information right now. We can change all of that at a later time.”

“So maybe I should be leaving it with you to do the magic.” McLaughlin said.

“We should be debentures far less than at budget time.” Cleroux said.

Councillor Dave Mackay asked how much you saved from going to DST from Asphalt.

Cleroux said they were looking at an additional 1.8 to two million increase with the DST recommendation.
