The agreement will repeal an old development agreement from the 80s, updated with more up-to-date data in order to better reflect environmental factors.

Issues discussed included the subject of an access road that would service at least 23 lots, and any others along that road, and for the council to ensure that road’s compliance with guidelines and standards of a gravel road based on the traffic expectation of under 50 roads per day.

According to CAO Robert Trembley, the road requires inspection and a 12month maintenance warranty. Additional assessment was requested to soil quality, as well as shoreline. $2600 in 1979 inflated to $8913 paid to the city from the contractors.

Councillor MacLaughlin did not feel gravel down by the houses was “acceptable”, and felt the road had to be paved beyond the unit’s gates, rather than pave it later with municipal tax dollars. He proposed an alternative that it be put on local deeds that the road is gravel and that the agreement have a covenant that the residents cannot request it be upgraded by the township. Councillor Cleroux mentioned the length from the gate that would require paving would be 500 metres.

Councillor Neil Nicholson expressed concerns on the maintenance costs.

Mayor Moore expressed concerns on heaving during the winter months due to two culverts.

Planner/ Economic Development Officer Ivan Burton said that the contractor’s engineers must sign off on it and inspections will have to be carried out.

He also asked if the Township is responsible for the roadway if no development occurred. Burton said Morglan’s Trail was a private road, and therefore not the Township’s responsibility to maintain.

CAO Trembley stated that there are both a road and subdivision agreement, and the only requirement would be if there was an agreement to maintain it in a different fashion than the municipal standard.

The motion was then voted on as written, and motion was carried.
