The Council heard a recommendation that Council of the Township of Whitewater Region has given consideration of the preliminary development proposal for the property described as Part of Lots 12 and 13, Ross Concession 12 and provide the following direction:
- That the approval authority is satisfied that the development proceeds by consent (severance) applications.
- That the approval authority requires an official plan amendment prior to considering the consent applications by the Committee of Adjustment.
- That the reports/ studies established in this report be provided to the proponent for their consideration.
CAO Burton said that the motion pertained to the Jp2g Consultants Inc. and White Water & Wild Lands Tours Ltd. (Voyageur Bay) proposal put forward by Joe Kowalski in a previous meeting.
He made note that the County did not feel that one of the lots required an amendment, but they had recommended that it the Township exercise its delegated authority and pass an amendment.
“I think this is very consistent with past practice.” CAO Burton said.
Councillor Olmstead pointed out that the County “feel that the official plan amendment is not required.”
“I don’t think as a council we should compromise our delegated authority.” Deputy Mayor Regier said. “I think not accepting that is precedent setting moving forward.”
A vote was passed with two thirds to allow Joe Kowalski to speak.
“I agree with Ivan’s recommendation and I would never do anything to risk our delegated authority.” he said.
Councillor MacLaughlin supported upholding the delegated authority.
The motion was carried.
