The Council heard a recommendation Council of the Township of Whitewater Region receive this report for information purposes as it relates to an update on the rehabilitation of Cameron Street, Earl Street, and Vera Crescent project.
Manager Lane Cleroux said that part of the contract document said that the construction would not be completed before the school year began.
“We did receive some concerns regarding the very short construction season.” he said, saying that they’d provided an addendum saying they’d work with the contractor to ensure the bus traffic would be maintained.
He said H&H construction had completed the water main and the storm sewer, and would be finishing the new road base and the curb ‘in the following weeks.”
“The project was challenging because there was one access into the whole area, and the same with the watermain, with only one feed in.” he said. “There were challengings with temporary water and shutdowns.
He said that two residents signed up to the Township’s mass email, and that they provided handouts and door-knockers notifying them of the water issues and solutions.
He said there were also delays due to ‘new site directions’ and weather.
“JP2G and I still have to go through the letter and decide of the 25 days are sufficient or not.” he said.
“They provided that there would be no extra cost to the municipality for next year.” Cleroux said.
He said that Cameron between Earl and Vera provided concerns that it was ‘not stable enough’ for the dump trucks providing material, and that the contractors ‘wanted to wait until next spring.’
“To have a better product next year, we should wait until next year.” he said, saying that the contractor had stated there would be no extra cost to the municipality, and that the staff recommended that they wait to resurface.
He said the proposal was to complete by 2023.
“If we go ahead and approve this and they put it on the one left, are they going to do it on the shoulder so that we can have parking over the winter?” Mayor Moore asked.
“The paving that will take place between Vera road and Earl will be paved and completed.” He said. “The asphalt that is there won’t be touched, that will be done next spring.”
Councillor Olmstead, asked if the area up to the school would be completed before winter.
“The intent is for two lifts, up to the school, and also included Earl would be done as well.” Cleroux said.
The motion was carried.
