WHITEWATER REGION — The Council of the Township of Whitewater Region approved the single-source award of resurfacing Wren Drive and Morrison Drive to Bonnechere Excavating Inc. (BEI). Motioned by Councillor Daryl McLaughlin and seconded by Councillor Charlene Jackson, it was awarded at a cost of $44,553.07 inclusive of non-refundable harmonized sales tax (HST).
A brief overview was given by the manager of Public Works, Lane Cleroux. He said staff reviewed the quotation from BEI to “pulverize, grade and pave 50mm of asphalt on Wren Dr. and Morrison Dr.”, and determined the price is of ”good value” to the Township.
He detailed how improving the condition of Wren Dr. and Morrison Dr. would improve economic development in the Township, as the two roads lead to Caressant Care nursing and retirement home and a subdivision.
The 2020 capital budget did not include the resurfacing of Wren Dr. and Morrison Dr., so Mr. Cleroux said the work is being proposed to be budgeted from the road purposes reserve. Maintenance hole repairs will be funded from the approved operating budget for sewer line maintenance.
“BEI contacted the Township regarding the current condition of Wren Dr. and Morrison Dr.,” said Mr. Cleroux. “They proposed resurfacing the two streets at the same time as Wren Subdivision’s phase two to save on equipment mobilization costs.”
Public works staff have investigated the existing condition of Wren Dr. and Morrison Dr. and according to Mr. Cleroux, it was determined only one lift of asphalt of 50mm and 40mm thickness [respectively].
A brief discussion ensued with Mr. Cleroux, Councillor Neil Nicholson, Councillor Charlene Jackson, Councillor Chris Olmstead, Chief Administrative Officer Robert Tremblay and Economic Development Officer and Planner, Ivan Burton.
It was determined it was not checked if an additional lift is in the original developer agreement. A “shave’n’pave” will not be used but something will be done. It was determined Mr. Burton will review the old agreement and report back because phase two does require two lifts, with the second to be done upon 90 per cent completion of the homes.
Staff will provide a letter of award to BEI. The project limits are Wren Dr. from Truelove St. to Morrison Dr. and is approximately 150 meters in length. Morrison Dr. is approximately 110 meters in length and the limits are from Wren Dr. to Wren Subdivision’s phase two. Two maintenance holes require new adjustment rings to improve infiltration and overall structure.
