LED Street Light Conversion Tender Awarded to Rondeau Electric

The Council of the Township of Whitewater Region approved the award of Tender 2022-03 LED streetlight conversion to Rondeau Electric 1997 Ltd. at a cost of $64,878.29 inclusive of non-refundable H.S.T.

Roads Department head Lane Cleroux said that they’d receive eight bids from 52 to 87 thousand, and they’d found that the lowest bid ‘did not meet the requirements as they didn’t provide some of the required documents.”, causing them to recommended the second-lowest bidder of Rondeau Electric.

He said Rondeau Electric provided a schedules from March 8 to April 1st, with the actual start of the conversion “Beginning April 4 and completing the fixtures by May 6.”

“There is a ten year warranty on the luminairs with a one-year requirement from the installer. 3000K temperature vs the 4000k temperature that we currently have right now, and is dark sky friendly. We’re also removing the existing relay system.”

He said with the capital budget, it falls short of the $250,000 budget with the contingency “which would bring it up to $168,000, with the contingency providing cost for Hydro One fees to install the proposed plugs on poles.”

“Part of the tender provided options for provisional items. One was a plug for decorative streetlights; another option was for new locations; another was for if they provided a defect in the current fuse kit.”

He said that the township currently had invoiced over 22,000 kilowatt hours per months, and the applicant versions would be down to just shy of 6000, which would be a cost savings of $3500 a month.”

He said it would be debentured over ten years at $30,000 annual debenture.

He said that the next steps would be to provide streetscaping of the decorative streetlights with the proposed garbage and recycling bins, and showing the improved bench provided around the Township.

Councillor Jackson asked if they had an anticipated payback time for the electricity savings.

Treasurer Sean Crozier said that the debenture would affect the final number, and that any number would be a ‘guesstimation’ of that at this time.

Cleroux said that it was a “potentially 4-5 year payback” on the 10 year debenture.

Councillor McLaughlin asked if there was ‘any thought of putting plugs in the poles in Forester’s Falls and Westmeath?”

Cleroux said that there was a plan in the debenture for selling 10 or so plugs areas, but the “30 plugs for decorative” in Lapasse, Westmeath, and Forester’s Falls, and “we could do more in Haley’s Station.”, and they were checking with Hydro one to check the cost rate for seasonal lighting.
