Male arrested, drugs seized in Laurentian Valley

RENFREW COUNTY — The Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) has seized illegal drugs, recovered stolen property and arrested a suspect for being impaired by drugs, all in a single incident.

The OPP was called to a store parking lot on Pembroke Street East in Laurentian Valley Township just before 5:00 p.m. on October 18. It was reported that a person in a car might be in medical distress or severely impaired. Officers arrived and arrested a suspect, who was transported to the UOV Detachment. The vehicle was seized.

A Drug Recognition Expert (DRE) from the Military Police at Garrison Petawawa conducted testing on the suspect while members of the OPP Community Street Crime Unit (CSCU) attended to assist with the investigation.

Officers seized quantities of suspected oxycodone, fentanyl, and cocaine along with a large amount of Canadian cash.

Dwayne STEC of Ottawa has been charged under the Controlled Drugs and Substances Act (CDSA) with:

  • Possession of a Schedule 1 Substance – Sec. 5(2) – three counts

Charged under the Criminal Code (CC) with:

  • Possession of Proceeds of Property Obtained by Crime Under $5000 – Sec. 354(1)(a)
  • Operation While Impaired by Alcohol and Drugs – Sec. 320.14(1)(a)

Charged under the Cannabis Act (CA) with:

  • Possession of Illicit Cannabis – Sec. 8(1)(b)

The accused remains in custody and was scheduled to appear at the Ontario Court of Justice in Pembroke on Tuesday, October 22.
