Olmstead-Jeffrey Lake Road Tender

The Township approved the reward of Tender to Cavanagh Construction Ltd. for an estimated cost of $2,277,749.99. for the repair of the Olmstead-Jeffrey Lake Road Area.

Lane Cleroux said that the Acres Road potion, or Part B potion of the deal, was removed from the tender.

He said that due the unknowns of the project regarding rock removal, the price was especially high.

He said that the staff were recommending a 10-year debenture, but could go up to 20 years pending the final costs of the construction.

Councillor Mackay asked if it would begin this year, which Cleroux confirmed.

Councillor McLaughlin said he was “disappointed” that the entire plan wouldn’t be done. asked about the parts of the plan removed for cost purposes. He also asked if it was possible to do a debenture for more than 10 years, which the Treasurer confirmed.

Cleroux said that the lifespan of the DST process would be around fifteen years.

Cleroux waid that they could be restored if necessary. “It is a large project.” he said. “It’s more than we anticipated. It’s not in the recommendation, but it could be put back in.”

McLaughlin suggested that Acres road be ‘front on next year’s budget’.

Charlene Jackson said that she felt they do all of the project at once. “Let’s not waste time.” She said.

Reeve Regier suggested they do it all at once. “If we’re going to be doing this,let’s do it now, “ she said.

Neil Nicholson asked about the total cost, which the treasurer confirmed as 2.813 on a ten-year scale, adding up to 40,000 a year for DST.

“The cost is higher than the average road, but this road has a lot of unique challenges.” Cleroux said. “We’re widening it, and it varies in width along the length of the road. It’s not an average DST road.”

Councillor Jackson moved to amend the agreement to include the excluded work. He opened to new questions.

Councillor McLaughlin suggested the debenture was more than 10 years for the project if they were doing it all at once.

“We’re a little premature on the debenture length.” Crozier said. “It will definitely be back for discussion.”

He said it would be when the project was “nearing completion or complete.”

The vote on the amended motion to add the exempted road to the project, and then to award the tender.

Both amendment and motion were carried.
