Township To Withdraw from Telecom Group

The Council of the Township of Whitewater Region heard a motion to withdraw from the Canadian Radio Communications Information and Notification Service (CRINS) effective April 30, 2021, and direct staff to present an amending Site Plan Control By-law to include provisions for the review of radiocommunication and broadcasting antenna systems in accordance with Industry Canada Protocol CPC-2-0-03.

Planner Ivan Burton said that Whitewater region joined CRINS in 2016 at the vote of Council at the time, and that it is a private company.

He said that the towers are usually governed through federal initiative, with the Township responsible for land allocation and notification of locals.

He said the review application fee of $2600 taken by CRINS and issues with delays in the approval process and difficulties contacting the service necessitated the withdrawal.

“Though we will be removing CRINS, we will still review land allocations and issue notifications.” Burton said. “We feel it will be less costly for proponents, and more efficient for approvals.”

Burton said they were looking to amend the Site Control By-law at May 5 “at the earliest”, to use as its approval process, and make no changes to the public consultation process.

The motion was carried.
