WHITEWATER REGION (Cobden) — On September 4, the Development & Planning Committee recommend the Council of the Township of Whitewater Region enact a by-law for the property known as Wren Subdivision Phase 2 in order to modify the zoning category from Residential One – holding (R1-h) Zone and Residential Three – holding (R3-h) Zone to Residential One (R1) Zone.
According to Township documentation, this application was submitted following Council’s approval of the draft plan of the subdivision, the conditions of the draft approval, and the entering into a subdivision agreement with Bonnechere Excavating Inc. on June 31.
The conditions of the draft approval for the Wren Subdivision included thirty-four conditions. The only outstanding condition is to ensure that the proposed Plan of Subdivision conforms to the local Zoning By-Laws. The effect of the amendment was to remove the holding symbol for those lands located within Wren Subdivision Phase 2 as well as to modify the zoning category of a small portion of the subject parcel from a high density residential row houses to low density residential single detached dwellings. The development will consist of a total of 27 single detached dwelling lots.
“The Provincial Policy Statement (PPS) outlines that settlement areas such as the Village of Cobden should be the focus of growth and development and their vitality and regeneration shall be promoted,” stated Ivan Burton, Planner for the Township of Whitewater Region. “The proposed development will incorporate a housing type to meet market and housing demands. The development will further provide for the efficient extension of water, sanitary and storm sewer, which are currently available adjacent to the concerned site.”
The concerned parcel is situated within the Village Community land use designation in the Official Plan (OP). This designation is intended to support residential development and to accommodate a full range of housing types including single detached dwellings.
“In accordance with the intent of the PPS and the Official Plan of the County of Renfrew, the development will focus growth within a settlement area while providing land use patterns and housing which efficiently use the land and infrastructure,” said Mr. Burton. “The proposed development will further provide a form of housing to meet market and housing needs.”
Motioned by Councillor Dave Mackay and seconded by Councillor Neil Nicholson, the motion was carried. The next steps in the approval process will include the issuance of a clearance letter from the Township to the County of Renfrew, the review by the County and final approval, and the execution of the Subdivision Agreement and the deposit of financial securities.
